The Oceanside Police Department is a proud participant of the San Diego County Crime Free Multi-Housing Program. This program is a coalition of law enforcement, property owners, managers and residents.

The Crime Free Multi-Housing Program began in Mesa, Arizona, in October 1992. It has since spread to over 1,700 cities in 44 states, Canada, and some European countries. The anticipated benefits are reduced police calls for service, a more stable resident base, and reduced exposure to civil liability. We encourage you to join us in improving the quality of the living environment and the security of apartment communities in Oceanside.

The program consists of a three-phase certification process.

Phase 1 — A free eight-hour classroom training for both the manager and owner of the apartment community. This training will include information on topics such as rental agreements and applications; tenant screening; evictions; Section 8 housing; working with the police; drugs in your rentals; and Crime Prevention Through Environmental Design (CPTED). Upon completion of Phase 1, a certificate will be awarded.

Phase 2 — A member of the Oceanside Police Department will inspect your apartment community using the CPTED protocol. You will receive a written report that will include prevention tips and any required changes that need to be completed before the property is certified. Upon completion, a second certificate will be awarded.

Phase 3 — A Residential Safety Social will be held at your apartment community. This meeting is designed to introduce the tenants to the Crime Free Multi-Housing Program and the Oceanside Police Department.

The eight-hour Oceanside Crime Free Multi-Housing Program is mandatory to begin the certification process. Once all three phases are complete, the apartment community will be awarded a certificate of completion for the program.

The multihousing property must be re-certified annually. In order to be re-certified, the Crime Free Multi-Housing Program coordinator will conduct an annual CPTED review.
